You have to just move the mouse around the reel. Like real fishing.
Ignore the yellow or red bar, just reel as fast as possible. Also, make sure you have a proper equipment. The lake is not a good place to start. Try the Market's Pond.

When talking to Hector the first time he says "I know you are a temporal hero" I'm pretty sure its supposed to be temporary I'm sure you caught this already but just figured id let ya know.
