I know the creator went on-record explaining that "Partners" means something akin to "brothers-in-arms", but I found it funny to think of "partners" as meaning "siblings" of sorts.

Not dead. Hes more active in discord or on the Trello page, the next update is going to easily double the total amount of content and also have alot of custom animations and environments. I believe the last update on Trello was a couple days ago, he has reworked various scenes and animations at the ruins and lake areas.
Out of curiosity, i have seen the kitchen, the livingrooom, the bedroom and entrance and several other parts of the house and outdoor places in atleast two other games. I just wonder, what was the original game or asset pack, where those assets come from? :)

if im not mistaken he did say that the update would be around the end of this year and the next update would be split into 2 so every 6 months we'd get the first half of chapter 2 and so on but we are only getting 2 chapters 3 in total prologue,chap 1, and chap 2 i could be completely wrong so yee
What you say makes sense. And I know about Komisari's plan to make 3 huge chapters including the prologue. It's a good plan and in my opinion much better than releasing very short epsidodes in too short intervals. But I seem to remember one and a half year ago he said something similiar about chapter 1 being finished until end of year. And two years ago he said something about great progress and updating soon. This is why I am a bit careful to not expect too much when I hear announcements like 'end of year' or 'every 6 months'.

Correct me if I'm wrong, but komisari wants to make hhg as unique as possible and have every background, environment, item, interface completely unique and stands out from the rest, so knowing he has to develop basically an entire game almost from scratch like that, it takes a long time ontop of developing the story for chapter 1. It is slow as a result, but please be patient it will be worth it when it comes out eventually
correct which is why the game is gonna take so long to finish, cause its all the backgrounds, items, effects, character, and animations over all, this update is gonna be massive and the winter update is literally just a small chunk of the update
I don't remember if he was also redoing alot of the prologue to match the current quality or if that was gonna be in another update after chapter 1 is out
you should be able to just overwrite the old game with the new version, or install the new apk and update normally on android. Or copy the saves and delete the entire game and replace it with the new version if some prefer that

It's okay if you need more time to develop. But you absolutely should post a status update here on itch.io and/or keep the Trello roadmap up to date. You promised to do so a few months ago, but so far neither of them is present. It would cost you not much time, but everyone would see there is a progress so that this chat has not to be overcrowded by the eversame question that much.
From what i see, the trello roadmap is occasionally updated; it's just that its not very clear when or where the posts or status updates are, which is still an issue.

This shouldn't be an accusation against Komisari, its only a bit tiresome to open this webpage every week seeing no story update for several years now. Download the new archive, extract it, and transfer your save folder to the new game folder. Because you can't directly in the zip archive.
